Novruz Ismayil oglu Mammadov (Azerbaijani: Novruz İsmayıl oğlu Məmmədov😉 is an Azerbaijani politician and translator serving as the Prime Minister of Azerbaijan since 21 April 2018. He previously held the title as assistant to the President for Foreign Policy Issues and Head of Department of Foreign Policy.
He was born in Nakhchivan, then in Azerbaijani SSR. He received a PhD in Philology in 1991 from the Azerbaijani Pedagogical Foreign Languages Institute (APFLI), where he then became an instructor.
From 1967–1968 he became an interpreter and senior interpreter in Algeria, from 1971–1973 in Guinea, and from 1978-1981 in Algeria. From 1992 to 1993, he was the dean of preparatory faculty of APFLI. From 1993 to 1997, he was dean of French language of APFLI. From 1995 to 1997, he was the interpreter to the President of the Republic of Azerbaijan (late Heydar Aliyev). From 1997 to 2018, he was Head of Foreign Relations Department of the Administration of the President of the Republic of Azerbaijan. From 2003 to 2018, he was the Chair of French Language Lexicology and Methodology Department at the Azerbaijani Foreign Languages University. In 21 April, 2018 he was appointed as the Prime Minister of Azerbaijan.

1998 – He is awarded the French Legion d’Honneur Order by Jacques Chirac, former President of the French Republic.
2002 – the rank of Extraordinary and Plenipotentiary Ambassador by the Decree of the President of the Republic of Azerbaijan.
2007 – Shohrat Order by the Decree of the President of the Republic of Azerbaijan.
2009 – The Polish Legion of Honor by the Order of late Lech Kaczyński, the President of Poland.
2017 – Sharaf Order by the Decree of the President of the Republic of Azerbaijan.
Novruz Mammadov authored over 20 scientific articles and several books, including more than 300 articles dedicated to the political and public-political issues
